於臺灣大學電機系、美國馬里蘭大學電腦碩士、博士畢業，為資通訊領域專家，專長為資料經濟、AI人工智慧、資訊安全、文化科技等。曾擔任 AT&T 貝爾實驗室傑出研究員及部門主管、財團法人資訊工業策進會副執行長、威達雲端電訊股份有限公司總經理、中央研究院特聘研究員、行政院科技會報辦公室副執行秘書、中央研究院資訊科技創新研究中心主任、中華民國電腦學會理事長等職務，熟悉產政學研發展規劃。

Taro Sekine 負責日本市場的網路安全服務，並監督 NTT Security Holdings 集團的全球業務以及 NTT 集團內部網路安全保護（例如 NTT CERT）的實踐。2013 年參與設立 NTT Com Security (Japan) Inc.，負責日本業務規劃。進行人事制度改革，提升網路安全人才水準，他還於 2014 年至 2016 年擔任全球 GTM 負責人。在加入網路安全業務團隊之前，他曾參與 TelcoTV 等廣播/電信融合服務的業務規劃、服務開發以及與多個參與者的聯盟夥伴關係。此外，還為客戶創建服務和整合系統，包括線上行銷、網路桌面和公共空氣污染監測系統。

Yen-nun Huang 

Republic of China (Taiwan) Ministry of Digital Affairs / Minister

Minister Yen-Nun Huang of the Ministry of Digital Affairs graduated from the Department of Electrical Engineering at National Taiwan University, and holds both a Master's and a PhD in Computer Science from the University of Maryland, USA. An expert in the ICT field, his specialties include the data economics, artificial intelligence, information security, and cultural technology.

He has previously served as a distinguished researcher and department head at AT&T Bell Labs, Executive Vice President at the Institute for Information Industry, President at Veetime Corporation, a Distinguished Research Fellow at Academia Sinica, Deputy Executive Secretary of the Board of Science and Technology at the Executive Yuan, Director of the Research Center for Information Technology Innovation at Academia Sinica, and Chairman of the Computer Society of Republic of China. He is well-acquainted with the development planning of industrial, governmental, and academic research entities.

He is responsible for Cybersecurity services in the Japan market and for overseeing Global business of NTT Security Holdings group and practices of NTT group wide internal cybersecurity protections such as NTT CERT.

In 2013, he participated in the establishment of NTT Com Security (Japan) Inc., and was in charge of business planning in Japan. Worked on personnel system reform to promote cyber security personnel. He was also Global GTM Leader from 2014 to 2016. From 2018 to 2023, he was responsible for human resources, information security and governance as CAO of NTT Security.

Before joining the cybersecurity business team, he had Engaged in business planning, service development, and alliance partnerships with multiple players for broadcast/telecom converged services such as TelcoTV. In addition, engaged in creating services and integrating systems for clients, including online marketing, web desktop, and public air pollution monitoring systems.
